I have slowdowns(from 100.5 fps down to min 20-30 fps) everytime I shoot, connection is via LAN and the game starts with. I experience somewhat the same issue on linux with an i7-8565U(UHD 620), which is faster than my very old Nvidia 8800-GTS 512. If you are experiencing a choke lag, then that would be because your updaterate is too high. But it is unwise to have a the net rates at its maximum for over 20 slot HLDS servers as the server will need to handle so many clients to regulate the smoother gameplay as well send and receive multiple packets to each player. I noticed a huge packet loss when I died in DMC. I did have my net rates set at rate 25000, cl_cmdrate 105 and cl_updaterate 102 in a 16 slot server for CS 1.6, DMC and HLDS. I am not 100% certain but when I used fps_override 1 with fps_max 100 it doesn't seem fix the lag on my side when I'm having a bit of packet loss.

But remember that using too many network bandwidth and packets being sent and received using the rate/cl_cmdrate/cl_updaterate will result on your CS 1.6 from bottlenecking - depending on your ISP. I did set my server tickrate at 100 by using sys_ticrate 128 in server.cfg.

I'm not sure but I think the latest HLDS Engine 7559 update on my Linux HLDS server is giving me around 5-20 packet loss.
